A Display Energy Certificate (DEC) is a legal requirement for all public buildings with a usable floor space over 250m2. Public Display Energy Certificates can only be produced by an accredited energy assessor and should be displayed in no smaller than A3 in a prominent place clearly visible to members of the public. This obligation was introduced from 1st October 2008 and is enforced by Trading Standards Officers.
A DEC shows an energy rating from A-G and is based on the performance potential of the building (fabrics) and its services (heating, ventilation, lighting). The Display Energy Certificate comes with a recommendation report demonstrating how the energy performance can be enhanced. DEC need to be updated annually.

We can provide an assessor or consultant to visit your property and produce an accurate Display Energy Certificate complying with all the regulations and lodge the certificate on a government register database.
Buildings accessed by the public, that receive funding from the public sector, with a floor area of 250m2 or above are likely to require a valid Display Energy Certificate (DEC) to be in place. A DEC must be accompanied by a valid recommendation report which contains recommendations for improved energy efficiency and energy performance of the building. There are slight variances on the requirements depending on the size of the building., as detailed below:
Buildings over 1000m2:
Buildings under 1000m2:
If you are affected by this legislation and are required to display a Display Energy Certificate, you will need to obtain actual meter readings or consignment notes for all fuels used in all your buildings affected by this legislation. This may include gas fuels, oil fuels, solid fuels, district heating and cooling, grid electricity, and electricity generated on site or obtained by private distribution systems from other sites.
For affected buildings that are on a site or campus, energy meter information can be collected at site level rather than building level. Although multiple small buildings on campus where each building is less than 250m2 are excluded, unless these buildings are linked to one another by a heated space or or are served by the same heating or cooling system then a DEC is required. The energy consumption for each separate building or each group of linked buildings - with a total floor area exceeding 250m2 - will then be derived by proportioning on the basis of floor area.
To comply with the Energy Performance of Building Directive, a valid DEC must be displayed in a prominent location, and the recommendation report be available to review upon request. Organisations failing to adhere could face a fine of £1500. Civil law applies and weights and measurements authorities (usually Trading Standards) have the duty of enforcement. They can act on complaints from the public or make random investigations. If the authorities believe you are affected by the regulations, they can request you produce the relevant documents. You must provide this information within 7 days of the request. They may take copies of any documents you provide for inspection. Failure to comply with their request or the regulations may result in the issue of a penalty charge notice. Penalty charge notices can only be issued within 6 months of the date a DEC and advisory report were required. The penalty is £500 for failing to display a DEC at all times in a prominent place, clearly visible to the public, and £1000 for failing to have possession of a valid advisory report. In addition to these penalties, it is necessary to commission the documents.
